4th Bharat CPSE's Consultative Conclave

The Capacity Building Commission (CBC), in collaboration with the Department of Public Enterprises (DPE), Ministry of Finance, Government of India, will inaugurate the 4th Edition of the Bharat CPSEs' Consultative Conclave tomorrow, 24 September 2026, at the Sabhagriha Auditorium, Gati Shakti Vishwavidyalaya (GSV), Vadodara. The three-day Conclave, to be held from 24 to 26 September 2026, is being convened under the Mission Karmayogi framework, with GSV as the Strategic Knowledge Partner.

Building on the success of the 3rd Edition, which focused on Project and Asset Management across the Energy and Mining, Metals and Minerals sectors, this 4th Edition will focus on Infrastructure, Multimodal Transportation and Logistics. Over 15 Central Public Sector Enterprises (CPSEs) from the Infrastructure & Construction and Transportation, Logistics & Telecommunication Services sectors, are expected to depute 30 senior executives to participate in the deliberations.

Inaugural Session

The Inaugural Session on 24 September will see the Keynote Address to be delivered by the Chief Guest, Shri Anil Kumar Lahoti, Chairman, Telecom Regulatory Authority of India (TRAI). The session will also feature addresses by Dr Alka Mittal, Member (Administration), CBC, and Prof. (Dr.) Manoj Choudhary, Vice Chancellor, GSV, along with a Joint Declaration by CBC and GSV on the Kshamta SANGAM initiative. Prof. Kaushik Das, Program Director, will present an overview of 3^rd edition outcomes and the objectives of 4^th edition, followed by a presentation on the findings of the pre-diagnostic survey by Shri Sumeet Singh, Director, CBC.

Day 1 - Thematic Deliberations

The first day will feature thematic sessions on PM Gati Shakti, ULIP and End-to-End Visibility, including a live demonstration of the PM Gati Shakti National Master Plan.

This will be followed by a session on Multimodal Transport, Freight, Modal Shift and Asset Lifecycle Management, with expert presentations and deliberations on road, rail, dedicated freight corridors, ports, inland waterways, aviation ecosystem and warehousing infrastructure.

The day will conclude with a panel discussion on Land, Legal, Contracting, Dispute Resolution & CapEx Governance, featuring senior officials f from Department of Land Resources, Ministry of Rural Development, and Ministry of  Environment, Forest and Climate Change.

Day 2 - Breakout Sessions and Recommendations

The second day, 25th September, will comprise parallel breakout sessions, an Infrastructure Cohort and a Transportation & Logistics Cohort, bringing together CPSEs, ministries, industry and academia. The day will also include a Technology Showcase on BIM, Generative and Agentic AI, and AI-based project risk monitoring, culminating in the presentation of CPSE–CBC–GSV recommendations for the Reform Agenda.

Day 3 - Field Visit

The Conclave will conclude on 26 September with an experiential field visit to the GSV Airbus Centre of Excellence and the Sardar Sarovar Dam and Statue of Unity ecosystem at Kevadia, designed to offer participants a first-hand view of large-scale infrastructure and multimodal connectivity in action, comprising of detailed interaction with the officers from Sardar Sarovar Dam and Statue of Unity projects.

Expected Outcomes

The recommendations emerging from the Conclave are expected to feed into the Bharat CPSE Compendium of best practices, with an addressee-specific reform agenda spanning CPSE-level action, ministry-level decisions and national policy advocacy, supporting India's infrastructure capacity-building journey towards Viksit Bharat 2047.
