GSV & CBC to Publish Bharat CPSE Compendium of Best Practices and a Reform Agenda based on Recommendations Emerging from the Conclave; Supporting Infrastructure Capacity Building for Viksit Bharat 2047

The three-day 4th edition of Bharat CPSEs & Consultative Conclave 2026 on Project and Asset Management was successfully concluded on 26 Sept. 2026 at Gati Shakti Vishwavidyalaya (GSV) Vadodara, after insightful deliberations on strengthening project execution, asset management and organisational excellence across Central Public Sector Enterprises (CPSEs) of the Infrastructure, Transportation, Logistics and Telecom sectors. The Conclave’s thematic focus on Transportation, Logistics and Infrastructure sector assumes particular significance against the backdrop of the Prime Minister’s “Saptadhara” vision - the Seven Streams of Strength for Viksit Bharat, in his Independence Day 2026 address, in which Gati Shakti, denoting the creation of multimodal world-class quality infrastructure, was identified as the fourth stream driving India’s development journey.

The Bharat CPSEs’ Consultative Conclave, conceptualised by CBC and supported by the Strategic Knowledge Partnership of GSV, given its extensive domain leadership in transportation, logistics and infrastructure, is the first initiative of its kind in India.

The event was organised jointly by the Capacity Building Commission (CBC) and the Department of Public Enterprises (DPE), Ministry of Finance, Government of India with Gati Shakti Vishwavidyalaya (GSV) as the Strategic Knowledge Partner. The conclave brought together policymakers, industry leaders, academia as well as senior CPSE executives to exchange best practices and chart the way forward in support of Viksit Bharat 2047.

A total of 26 delegates from RITES, IRCON, RVNL, RailTel, NHAI, ITDC, Central Warehousing Corporation Rail, Bridge & Roof Co. (India) Ltd, Cochin Shipyard Ltd, IRCTC, NBCC, Pawan Hans Ltd, SAGARMALA Development Company Ltd, TCIL and CONCOR along with Subject Matter Experts from the industry, domain-Specific Faculty of GSV, leading Industry Stalwarts, and Representatives of CBC and Union Ministries converged on one Platform for Three-Day Consultative Deliberations participated in the Conclave.

Detailed discussions were held on planning, DPR, contracting, land acquisition, asset life cycle management, deep tech technology adoption and use of PM Gati Shakti platform in formulating an implementable CPSE Reform Agenda with experts from DOLR, MOEFCC NHAI, RLDA, NHSRCL, DFCCIL, NLDSL, Bertling Logistics, Aviapro Logistic Services Pvt. Ltd., CBC and GSV.

The conclave featured special Manthan Breakout Sessions, wherein participating CPSEs came together to explore shared challenges and practical reforms required in project and asset management. Subject matter Experts from Govt, CBC from FedEx, L&T, BCG, Goldratt, Vinculum Group and Forvint Law and GSV faculties joined the experienced public- sector practitioners to discuss aspects like DPR preparation & contracting, Legal & costing dimensions, Land acquisition & EPCC challenges, PM Gati Shakti adoption, Organisation culture & HR and Technology adoption and gave suggestions for the reform agenda.

A field visit was also organised on the third day to Sardar Sarobar Dam and Statue of Unity in Kevadia.

The inaugural session featured addresses by Dr. Alka Mittal, Member (Administration), CBC and Prof. (Dr.) Manoj Choudhary, Hon’ble Vice Chancellor, GSV and presentation by Prof. Kaushik Das, Program Director from GSV and the CBC Task Force Member, who presented an overview of the outcomes of the previous Conclave and outlined the theme and objectives of the 4th Edition. the Keynote Address by the Chief Guest of the event, Shri Anil Kumar Lahoti, Chairman, Telecom Regulatory Authority of India (TRAI) and Former Chairman, Railway Board. Shri Sumeet Singh, Director, CBC, presented the findings of the pre-event diagnostic survey. A key highlight was the pre-launch Joint Declaration on “Kshamta SANGAM”.

Dr. Alka Mittal, Member (Administration), CBC, stated that the conclave has served as a platform for professionals from project management and core sectors to exchange knowledge, experiences and best practices. She highlighted the significance of CBC – GSV partnership and urged participants to apply the program's learnings and collaborative insights directly within their organizations to support national growth targets under Viksit Bharat 2047.

The Valedictory Ceremony was graced by Hon’ble former MP Smt. Poonam Pramod Mahajan, who praised the spirit of the Conclave “Kshamta se Vikas — our Sanyukt Prayas”. She reiterated how “All of us are students for a lifetime” and that CPSEs’ and private sector, CBC and GSV coming together reflects the strength and energy of India’s Yuva Shakti.

Vice Chancellor Prof. (Dr.) Manoj Choudhary concluded the ceremony by highlighting the dedication displayed by CPSEs to Reform, Perform and Transform. He emphasised that data-driven decision-making and tech-driven project governance are a national imperative. He reassured GSV’s commitment as Strategic Knowledge Partner towards Nation Building and quoted Hon’ble Prime Minister that “Viksit Bharat is a collective National resolve”.

He thanked Dr. Alka Mittal Member (Administration), Shri Anil Kumar Lahoti, the Chief Guest, Smt. Poonam Pramod Mahajan the Guest of honour, Shri Nalin Singhal and Pankaj Kumar, Program Mentors and the entire CBC team members, the distinguished speakers and the CPSE participants for making this event a grand success.
